AbstractThe system of the total quality management depends on a philosophy of perceiving the institute as a whole to make the positive changes by looking at each part of the institute aside from the other. This will lead to improve the quality of performance. The success of such philosophy depends on its application by its managers. And because of the many successes achieved by the application of this theory, and because of the important role that the supervisor preforms nowadays and the teacher being a part of that system therefore he takes the responsibility to perform the total quality management. (Educational supervision) its aim is to direct, flourish, and fix the path of the teacher for the benefit of the receiver or student, and because the system of supervision dose not compete with that used in other developed countries by using new techniques to improve developed scientific samples. Many studies proved that some supervisors are limiting themselves to few old techniques and ignoring many others because of their lock of knowledge. This has a negative influence on the quality of teaching. The system of supervision plays an important role in avoiding such negative practices. The educational institutes and the supervision system and the teachers should follow the levels of the total quality management. The aim of this study is to define the required levels of the quality the teachers should follow. This could be done by the guidance of the supervisors. To achieve this goal a set of 12 items are being prepared and after its application on a sample of a group of supervisors and teachers and after the data analysis some weakness in the level of performance of quality management appeared. And therefore a set of recommendations and advices are laid down in this paper.
